Training America's RX5 Cyber Guardians to "Make America Safer Again!"
After working 12+ years for President Ronald Wilson Reagan, President George H. W. Bush, and helping Points of Light founding President Dr. Robert Goodwin organize the POLF, Jimmy Whitehead formed the non-profit U.S. HART CARES "RX5 Cyber EnVision Center."
In October 2020 the U.S. Department of Housing and Urban Development former Secretary, Dr. Ben Carson, officially designated the RX5 Cyber Center, as the newest EnVision Center in New Jersey.
The designation came after months of assessments of local needs and services for underserved residents in Atlantic City. EnVision Centers, created by Secretary Carson, are centralized hubs that provide residents with the resources needed to excel and access support under the following four pillars:
1. Economic Empowerment,
2. Educational Advancement,
3. Health and Wellness; and
4. Character and Leadership.
The EnVision Centers initiative is premised on the notion that financial support alone is insufficient to solve the problem of poverty. Intentional and collective efforts across a diverse set of organizations are needed to empower households to self-sufficiency.
“The designation of the RX5 Cyber EnVision Center represents a huge leap towards economic opportunity for Atlantic City residents that are looking to expand skills that can empower them to financial independence,” said former HUD Regional Administrator for New York and New Jersey. The EnVision Center team to bring federal partners and area stakeholders thatcan help residents open doors towards self-sufficiency.

To strengthen self-sufficiency of our individuals, families and diverse communities through innovative merit based initiatives and quality services created to sustain and advance the economic, health, educational and character-building opportunities necessary for developing productive, responsible citizens of our increasingly complex, interdependent, and technological world.
The Non-Profit 501 (c)(3) U.S. HART was founded in response to the catastrophic 2017 Irma-Maria hurricane, and based on lessons learned, U.S. HART identified important infrastructure failures which occurred particularly in small towns and rural communities, which can be mitigated through the deployment of "Smart Community" data driven innovation, green solar energy, and artificial intelligence technologies.
When Secretary Dr. Ben Carson designated U.S. HART as the Atlantic County RX5 Cyber EnVision Center, we focused on prioritizing RX5 CyberUnity www.www.cyberunity.tech cybersecurity and electric grid workforce training in economic disadvantaged communities, small towns, and rural communities.
